Tokyo "Baby First" gift —¥100,000+ in points for newborns

Official name
Tokyo Childbirth & Childcare Support Program — 東京都出産・子育て応援事業 (赤ちゃんファースト)

Tokyo gives ¥100,000 worth of points ("Baby First Gift") to the parent or guardian of a child whose address was in Tokyo on the date of birth, regardless of income. Points are redeemable on a dedicated catalog website for childcare goods and childcare support services.

For babies born between January 1, 2026 and March 31, 2027, an additional ¥30,000 "Baby First Plus" is added (funded by the national grant for responding to rising prices). Total for these births: ¥130,000.

Note: this is points, not cash. You cannot withdraw the value as money. Points are only usable through the official redemption website.

You apply together with Tokyo's "018 Support" application, and Tokyo mails you a gift card about 4 months later. Applications for children born in fiscal 2025 (April 1, 2025 – March 31, 2026) closed on September 15, 2026, including births in January–March 2026.

Who can claim this gift

Child's address in Tokyo on the date of birth
Eligibility depends on the child's address being in Tokyo on the date of birth. The parents' address alone does not qualify.
No income test
There is no income limit.
Twins and triplets
The official page and FAQ do not say how multiple births are handled. Ask the call center (0120-001-047) before applying.

Common questions

Why is this points instead of cash?
The program is designed as points that you exchange for goods and services on the official catalog website. Points cannot be exchanged for cash.
How does this differ from the National Maternity Support Benefit (¥100,000 cash)?
They are separate programs and you can claim both. The national Pregnant Women Support Benefit (妊婦支援給付金) gives ¥50,000 per pregnancy during pregnancy and ¥50,000 per child after birth; in Minato you can choose a bank transfer or an e-coupon. Tokyo Baby First adds another ¥100,000 in points (¥130,000 if your child is born R8.1–R9.3).
My child was born in fiscal 2025. Can I still apply?
No. Applications for children born April 1, 2025 – March 31, 2026 closed on September 15, 2026. If you already applied, register your card by January 31, 2027. If you did not receive the card or lost it before registering, apply for reissue by December 14, 2026 (postmarked), through the Tokyo Metropolitan Foundation of Social Welfare and Public Health.
What if we move?
If you move after applying, file a change-of-address (転居届) at the post office for the child as well, so the card reaches you. The card can still be used after moving out of Tokyo. Items cannot be shipped overseas.
