Tokyo "Baby First" gift —¥100,000+ in points for every birth

Tokyo Childbirth & Childcare Support Program — 東京都出産・子育て応援事業 (赤ちゃんファースト)
Tokyo gives ¥100,000 worth of points ("Baby First Gift") to every family that has a child registered in Tokyo, regardless of income. Points are redeemable on a dedicated catalog website — for strollers, baby carriers, baby clothes, diapers, family-meal services, household-help services, etc.
For babies born between January 1, 2026 and March 31, 2027, an additional ¥30,000 "Baby First Plus" is added (intended to offset rising prices). Total for these births: ¥130,000. Note: this is points, not cash. You cannot withdraw the value as money. Points are only usable through the official redemption website. Foreign residents who give birth in Tokyo and have resident registration receive the same gift — no nationality requirement.POINTS PER BIRTH

ELIGIBILITY
Who can claim this gift
Child born in Tokyo, with parent's Tokyo resident registration
Child must be born to a parent whose resident registration is in Tokyo at the time of birth. Birth at hospitals outside Tokyo is fine, as long as the parent is a Tokyo resident.
No income test
Universal — every Tokyo-resident family with a newborn qualifies.
Foreign residents
Eligible if you have Tokyo resident registration. The gift attaches to residence, not nationality. Documents needed: residence card (在留カード) or copy of jusho-hyo with parent's name.
Multiple births
Each child registers a separate gift. Each gets ¥100,000 base + ¥30,000 plus (for R8 births).
Adopted children
Eligible if the adoption is finalized within the timeframes specified. Special-adoption (特別養子縁組) cases qualify; consult the Tokyo program directly for specifics.

AFTER BIRTH
"Hello Baby" home visit (こんにちは赤ちゃん訪問)
Within ~2 months of birth, a Minato Ward health professional visits your home (or you visit the Health Center). At this visit, you receive a brochure with a registration code for the Baby First program.
REGISTRATION
Register on tokyobabyfirst.metro.tokyo.lg.jp
Log in to the dedicated Tokyo Baby First website using the registration code. Set up your account and confirm your information. Recommended deadline: by May 15 of the following fiscal year (R7 births: by R8.5.15).
RECOMMENDED LOGIN BY
August 31 of the following fiscal year
Final deadline for R7 fiscal-year births: August 31, 2026. After this, the registration window closes. Plan to log in within the recommended period (May 15) to give yourself time to redeem.
REDEMPTION WINDOW
6 months from login
After your first login, you have 6 months to spend the points. Unused points expire.
The redemption website (tokyobabyfirst.metro.tokyo.lg.jp) is currently primarily in Japanese. Some catalog items are offered in English/translated descriptions. Plan ahead: research what items you want before logging in to maximize your 6-month window.

FAQ
Common questions
Why is this points instead of cash?
Tokyo's intent is to channel the value specifically into baby-related goods and services, not to general consumption. Points work only through the catalog. Cash equivalents are not provided.
How does this differ from the National Maternity Support Benefit (¥100,000 cash)?
They are separate programs and you can claim both. The National benefit gives ¥100,000 cash (¥50,000 at pregnancy registration + ¥50,000 after birth) — you can choose cash transfer or e-vouchers. Tokyo Baby First adds another ¥100,000 in points (¥130,000 if your child is born R8.1–R9.3).
I missed the recommended login deadline. Am I out?
Login is acceptable up to August 31 of the following fiscal year. After that, the registration is closed. If you registered the brochure but haven't logged in, do so as soon as possible. From login, you have 6 months to redeem.
Foreign residents — practical pointers
At the "Hello Baby" home visit, the Minato health professional will provide the brochure and registration code. Bring your residence card. The catalog website itself is mostly Japanese; ask a Japanese-speaking friend or family member to help, or use Google Translate. Most baby-product brands sold in the catalog are familiar internationally.
Twins / triplets — separate accounts?
Each child gets a separate registration code and separate point allocation. You can manage all children's points under one parent account on the website.
