1. Terms of Use
By using the Minato Childcare & Money Portal (URL: https://minato-kosodate.com/, hereinafter "the Site"), you are deemed to agree to these Terms of Use.
Effective: April 30, 2026
1.1 Purpose & Nature of the Site
The Site is an independently operated, unofficial guide to public subsidies and benefits for families living in Minato Ward, Tokyo. The operator is not affiliated with Minato Ward, the Tokyo Metropolitan Government, any health insurance association, employment insurance office, or the Ministry of Health, Labour and Welfare.
The Site primarily aims to provide non-commercial information. We do not display advertising, charge subscriptions, or sell user data.
1.2 Prohibited Activities
The following activities are prohibited:
- Using information from the Site for fraud or to gain illicit benefits
- Modifying Site content and redistributing it as "official information"
- Excessive automated crawling or scraping that overloads the server (normal browsing and citation for research/educational purposes is permitted)
- Exploiting vulnerabilities of the Site
1.3 Intellectual Property Rights
Original content of the Site is owned by the operator (an individual).
- Source code (HTML/CSS/JS/Python scripts, etc.): Released on GitHub under the MIT License. Reuse is permitted under the License terms.
- Translated text and explanatory content: Original creative content of the Site, released under CC BY-SA 4.0. Modification and redistribution are permitted with attribution.
- Cited official sources (Minato Ward, Tokyo Metropolitan Government, MHLW, Japan Society of Reproductive Medicine, Kyokai Kenpo, etc., including their pages, PDFs, and ordinance texts): Copyrights belong to their respective publishers. The Site uses these under the scope of Article 32 of the Japanese Copyright Act (citation/quotation).
1.4 Service Provision, Modification & Suspension
The operator may modify or suspend the Site's content, URLs, or features without notice. The operator assumes no liability for any inconvenience or loss to users arising from such changes (see "3. Disclaimer").
1.5 Governing Law and Jurisdiction
These Terms are governed by Japanese law. Any disputes related to these Terms or the Site shall be submitted to the Tokyo District Court as the court of exclusive agreed jurisdiction in the first instance.
2. Privacy Policy
The Site respects user privacy and handles personal information in accordance with the Act on the Protection of Personal Information of Japan (revised 2022), as outlined below.

2.1 Personal Data Handler
The Site is operated by an individual (see "4. Contact"). The operator acts as the personal data handler under Japanese law.
2.2 Purpose of Information Collection
The Site collects and uses information for the following purposes (in accordance with Article 27 of the Act on the Protection of Personal Information):
- Analysis of access trends to improve the Site
- Performance measurement to continuously improve display speed and user experience
- Responding to user inquiries (when contact details are provided)
Information collected will not be used for purposes other than the above.
2.3 Information Collected and How It Is Collected
The Site is composed of static HTML and JavaScript only with no server-side mechanism for collecting or storing personal information.
- Information entered into simulators (age, income, sibling counts, etc.) is computed entirely within your browser and never sent to a server
- The Site has no submission forms, login, or comment features
The Site uses third-party services for access analytics (see 2.4), but does not use cookies or collect personally identifying information.
2.4 Access Analytics
The Site has implemented Vercel Web Analytics and Vercel Speed Insights (since April 30, 2026).
Information measured:
- Page views, referring URLs, user agents, country (country level only)
- Page display speed and Core Web Vitals (LCP / FID / CLS)
Information NOT measured:
- IP addresses are processed only after server-side anonymization; raw IPs are not stored
- Personally identifying information (name, email address, etc.)
- Information entered into simulators
No cookies or local storage are used. For details, see Vercel's Privacy Policy.
No other third-party analytics tools (Google Analytics, etc.) are used.
2.5 Cookies
The Site does not set cookies. Vercel Web Analytics and Speed Insights are also cookieless client-side measurement tools.
2.6 Provision to Third Parties
The Site does not provide user personal information to third parties. However, the operator may comply with statutory disclosure requests within the minimum scope necessary.
2.7 Security Measures
The Site is hosted by Vercel (Vercel Inc., USA), a SOC 2 Type II certified provider.
Source code is published on GitHub and protected by the operator's account with two-factor authentication.
2.8 User Rights (Disclosure, Correction, Deletion)
Because the Site does not retain personal information, there is no information subject to disclosure, correction, or deletion requests. For analytics data processed by Vercel, please follow Vercel's procedures.
3. Disclaimer

3.1 Accuracy of Displayed Amounts and Conditions
The amounts, conditions, deadlines, and requirements displayed on the Site are estimates. They are based on official sources (the relevant program's official pages, ordinance texts, PDFs), but actual outcomes may differ in cases such as:
- Recent program changes that have not yet been reflected on the Site
- Individual case decisions handled by the agency in charge, which may differ from generalized calculations
- Simulator approximations that may not fully account for all income calculations, rounding, or edge cases
- Translation nuances (especially in the English version) that may impair accuracy
For authoritative amounts and eligibility, please consult the relevant agency directly (Minato Ward Department of Children & Family Support, Minato Public Health Center, Tokyo Welfare Bureau, your health insurance association, Hello Work, etc.).
3.2 Liability for Damages
The operator assumes no liability for any inconvenience or damage (including missed applications, incorrect filings, missed deadlines, or financial losses from misinterpretation of amounts) arising from use of information on the Site.
For important decisions (timing of treatment, choice of daycare, timing of parental leave, timing of relocation, etc.), please consult official agencies.
3.3 Third-Party Links
The Site contains external links to official program pages and related sources. The content of linked sites is outside the operator's control. The operator assumes no responsibility for the accuracy or safety of information on linked sites.
3.4 Last Updated Information
Each program page displays the date when its source was last verified, in either the page footer or the "changelog" section. We continuously perform monthly source verification cycles and tracking of program reform information.
3.5 Service Modification & Suspension
The operator may suspend or modify the Site's provision without notice. The operator assumes no responsibility for any inconvenience arising from such actions.
